I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter No.28688/12 of the 11th.
instant enclosing paraphrase of a telegram from the
Governor of Hongkong respecting the proposed expedition
against Chinese pirates in the island of Don Juan, near
Macao.
I am to state, for the information of Mr. Secretary
Harcourt, that the Portuguese Minister called by request at
the Foreign Office on the 14th. instant when the situation
was explained to him. Stress was laid on the extrome
consideration shown by the Governor of Hongkong and on the
apparent readiness of the Chinese authorities to come to a
reasonable understanding for common action without prejudice
to the settlement of the dispute as to the ownership of
